Names the authority (such as Crossref, GenBank, or PDB) that assigned the identifier
or
is responsible for the identifier.
Usage/Remarks
This attribute should be used to record the assigning authority for publication
identifiers (<pub-id>) such as
DOIs, which might be assigned by, for example, Crossref (“crossref”) or figshare
(“figshare”).
OPTIONAL on elements: <ext-link>, <pub-id>
